Here are the highest level upgrades for each part.

POWERTRAIN
Engine - 6
Muffler - 7

DRIVETRAIN
Transmission - 4
Clutch - 4
Brakes - 4
Front tires - 4
Rear tires - 4
Suspension - 4

Body - 4

AERO
Front bumper - 5
Hood - 2
Mirror - 2
Side skirt - 5
Rear bumper - 5
Rear spoiler - 5

ACCESSORIES
Grill - 2
Lights - 1
Wheel - 8

The good thing about this game is once unlocked, the parts become available for all the cars. None of that bullshit about having to put in so much mileage.
