i'd say lower the wing angle and tcs.

light tcs is supposedly ok for pure grip cars. since real race cars often use tcs, because when it kicks in, you know you are not driving right. TCS kills power and locks tires though. Maybe just 0-2 though. You already have downforce and race tires, which is a lot better than tcs since they dont lock tires the wrong way
wing angle is also good but too much. It kills acceleration due to too much drag. 2-5 is usually good for most cars. I've never even tried driving with so much downforce though.

i use my wings at 9 occasionally, i see no issues using that setting, drag is fine, its the corner that counts

I finally got time to test this setup out tonight and here is what I would recommend changing. Firstly, I wouldn't use 2-way LSD for a grip car - this LSD tends to break the tires loose when you let off of the accelerator (which is why it is used more for drifting). Stick to 1-way, or 1.5-way for grip - personally I recommend 1-way.

For setting changes, I went with a similar setup as the Supra RZ one you have. Car responds really well for me - hopefully it will help you out.

Spring rate: +2 (Front), +3 (Rear)
Damper: +3 (Front), +2 (Rear)
Stabilizer: 0 (Front), 1 (Rear)
Toe: -2 (Front), 1 (Rear)
