how do you face him. i read the wanders guide and turned on the head lights and hit barriers and he never came

This gave me a problem too. I think you need to go around 50 mph, MAKE SURE you have all the flashers on, and slam back and forth between the barriers.

Yup, it took quite a while for him to appear but he will eventually, just keep trying.

I just realized the name is Electric Shark, after consulting the guide once more.
It might also depend on the car.
Once I get another PS2, I'll see what cars can race him.

It doesn't matter which car you drive, as long as you turn your blinkers on and smash the left/right barrier he'll show up.

I don't think you have to smash the guardrails all that hard, just do it for a long time, about the entire length of the Yokohane line.
Just start in Yokohama and drive all the way up to Tokyo, he's bound to show up... I hate wanderers
