Does anyone know if this game is compatible with an American 80GB PS3? (Yes, it can play ps2 games.)

Every console I own has been import enabled apart from a Nintendo Wii (which is going to be problematic), usually through some sort of mod chip. Unfortunately I don't own a PS3 so your answer comes down to whether you can run PS2 imports in general. The answer to that is probably online. Racing Battle is only available in a Japanese NTSC version.
